Various roster cleanups. Refs #7008.
I haven't tested it, but this may resolve the grouping/case problem (strcmp => purple_utf8_strcasecmp)

You can also generate this documentation locally by installing doxygen and graphviz dot, then running "make docs" in the source tree. The documentation will be in the docs/html directory.
