Remove C99-obsoleted constructs

These may be made stronger errors in GCC 14.
Testing Done:
Configured with `-Dc_args='-Werror=implicit-int -Werror=implicit-function-declaration -Werror=int-conversion -Werror=strict-prototypes -Werror=old-style-definition'` and compiled.
