On August 30th Laurent Rineau sent a patch to gaim-devel that makes
this change. It should allow proxy.c to compile on systems
where HAVE_GETADDRINFO is undefined.
I haven't tested it, but it looked ok to me. I don't think
"hostname" is a valid variable there.

This makes win32 compile again, oops.
I also gives rid of a nss warning, and creates a leak instead. But leaking
one string in an init function is better than possibly crashing.
In general, I don't understand why it's putting /prefixtogaim/lib/gaim
in front of that, as that .so is never in that location.

the autopackage guys were nice enough to quicly fix this for me.
basicly a function was getting #ifdef'd out if you compild with
--disable-binreloc, that shouldn't have been.

This is the IRC fallback encoding patch and gaim_utf8_salvage function
that just hit oldstatus. If CVS didn't suck, I wouldn't have to
generate two commits for this. :-P

Oops, this moves some stuff around so it compiles fine with binreloc
disabled.
