- po: Move ALL_LINGUAS variable to po/LINGUAS file
Meson, as of 0.37, automatically looks for languages in the LINGUAS
file. This moves them from the ALL_LINGUAS variable to po/LINGUAS
and updates the Meson build file to use it instead.

Turns out there never was a reason to allocate a wide-character string on the heap to begin with; C has wide-character string literals.

Only the acks part (including resending on reconnect) for now, no
resumption, no XEP-0203 (Delayed Delivery), and no user notifications
about unacknowledged stanzas.
