- Remove Purple.ConnectionErrorInfo
Everything has been ported to Purple.Account:error so we are safe to remove
this old API.

- IRCv3: handle the QUIT message

Connected to a local ergo and had another client quit while in multiple channels and verified I saw the messages in the correct channels. Also called in the turtles.
