  * xmlnode we verify that the error message went to stderr
  * everything else we add the entire prefs tree for the preference we're trying to load

  Ran the unit tests and verified that they passed again.

  Testing Done:
  Started pidgin3 with an empty config directory, verified the notify dialog didn't pop up. Set the preference and exited a few times to make sure everything was working properly.

  This is not really a core option, and even has a different meaning in Finch.

  Run `finch3 -d` and see debug window open by default; run `pidgin3` and see debug output printed.
