  There was no reason for it to be a pointer. Maybe someone wanted to
  optionally set utf-8 to true if we needed it or something? But that's
  not the current behavior. It's better for the code to be simpler now,
  and it can be changed back to a pointer if we need it for some reason.

  I didn't merge a lot of changes from 07e827917960
  libpurple/protocols/gg/gg.c I think maybe that code has either been
  removed or changed significantly in main.

  I'm not very happy with this code, but I believe it has changed significantly
  in 3.0.0 so I think it's not worth cleaning.
