- Fix #318 which asked for the buddynote plugins notes to be shown in the
tooltip. This was the easiest way I could think of to do it without making the
buddynote plugin itself a gtk plugin. Eventually I think I'll see about moving
the drawing-tooltip function to be a core plugin and this can get merged into
buddynote itself. (But I don't think that can't happen until 3.0.0.)

- We now depend on SILC Toolkit 1.1 for this copy of this prpl so we can
lose a whole bunch of "#ifdef SILC_ATTRIBUTE_USER_ICON" and
"#ifdef HAVE_SILCMIME_H" because they will always be true

- Don't automatically add channels to the buddy list when you join them. I
might revert this if I don't get around to making Conversation->More work
for Chats not on the buddy list.

- Patch from Pekka Riikonen to update the SILC protocol plugin to work with
SILC Toolkit 1.1
I added the fallback to SILC Toolkit 1.0 support (silc10 protocol
directory) and configure.ac adjustments, any problems with this are 100%
my fault.

- Avoid including NSPR's private header pprio.h just for the prototype of
PR_ImportTCPSocket, and instead duplicate the prototype.
