- Update the transifex config
We created a new resource in transifex specific to pidgin 3, this updates the
config to that resource.
Testing Done:
Ran `tx pull --all --minimum-prec 50` and verified that it was able to download everything.

- Silence Adwaita deprecation warning
Set version macros similar to GLib to silence the warnings.
Testing Done:
Compiled and no longer saw the warning about `AdwPreferencesWindow`.

- Don't unescape html in purple_markup_linkify
Browsers typically don't care about this and doing so can causes issues for
user interfaces like Pidgin that are entering the text into GtkLabel's that
parse it in a similar fashion to HTML which causes issues as & becomes &.
Testing Done:
Sent a link to the exp1 issues from pidgin2 and was able to open it. Also called in the turtles for good measure.

- IRCv3: Implement Purple.ProtocolConversation.refresh
This just checks if the conversation is offline, sets it to online, and
rejoins it if is a channel.

- Add Purple.ProtocolConversation.refresh
This virtual function asks the protocol to update an existing conversation.
This could be to bring it back online, update the topic, whatever.
Testing Done:
Ran the unit tests under valgrind and called in the turtles for good measure.
