- Since these messages are shown to the user, they should at least
look like complete sentences. They are still confusing and should
probably be rephrased further, but I'm not sure how now.

- Added an error handler for family_icq.c. So far it works for
icq fullinfo and alias requests.
This was originally motivated by me getting "Server rate limit exceeded"
while testing authorization requests. This error completely prevented
the authorization request dialog from showing up.

- Got rid of family_icq.c -> oscar.c callbacks. Now it will be possible
to add an error handler for SNAC_FAMILY_ICQ right inside family_icq.c,
since all the necessary functions are there.
I made a pretty large refactoring along the way, moving the
authorization- and userinfo-related functions to separate files and
renaming some of them. Hopefully, this will make oscar.c less of mess.

- Removed the old way of retrieving offline messages, because it is not
used anymore. The new way is to use aim_im_reqofflinemsgs()
instead of aim_icq_reqofflinemsgs().

- Display the protocol icon for the authorization request dialog
instead of a question mark. Refs #5038.
The dialog is still pretty unusable, though. There should be either
a link to the user profile or a button to start a conversation (or maybe both),
but these seemingly trivial things were surprisingly tough to implement.
I think I'll return to this ticket at the end of the summer.
